
SFCS does not provide direct child care services. The major emphasis of our program is placed on helping parents choose the child care provider who best meets the needs of the family & child. We have a Resource & Referral Program that can help parents in our community find licensed child care providers. It is the parent’s responsibility to select the child care provider who best meets their family’s needs; however, all providers must meet certain requirements according to Federal, State and Local laws and guidelines. SFCS can make payments to Licensed Family Child Care Providers, Licensed Centers and Pre-Schools, License-Exempt/Registered Providers (including before/after school programs) and In-Home Child Care Providers who meet these requirements.
CalWORKs Child Care:
Parents who are currently receiving cash aid (TANF) or have received cash aid in the past 24 months may be eligible for CalWORKs child care. Parents who are currently receiving TANF, should also discuss their child care needs with their eligibility worker at the Solano County Health and Social Services Department. To see if they are eligible for an orientation and intake appointment, parents should call our Intake Clerk at 707-864-4654 .
Solano Centralized Eligibility List (SCEL):
Those who have never received TANF, or have been off TANF for more than 24 months can complete an application to have their family placed on the Solano Centralized Eligibility List (SCEL). Many child care programs in Solano County use the SCEL, which is an internet based database. When a program has an opening, the SCEL is used to identify the most eligible family in Solano County and the opening is offered to that family. The term "eligibility" is used because families are ranked by eligibility factors for subsidized care (income, family size, and need), not just how long they have been waiting on the list.
